"Stand up" means to take the kingdom and begin to reign.

"Do according to his will" indicates the rise of a new major kingdom:

• Medo-Persia "did according to his will." Daniel 8:4.
• Greece would "do according to his will." Daniel 11:3.
• Rome "shall do according to his own will." Daniel 11:16.
• The Papacy "shall do according to his will." Daniel 11:36.
